According to Decree No. 17/2023/ND-CP (Clause 2, Article 8; see translation), documents specified in Clause 2, Article 15 of the Intellectual Property Law include "documents issued by state agencies, political organizations, socio-political organizations, sociopolitical-professional organizations, social organizations, socio-professional organizations and people’s armed forces units."

Hence it is assumed that this legal document, administrative document or other judicial document is not covered by copyright protection
